avalos: aye. >> those resolutions are adopted. >> i was wondering if we might be able to rescind the vote for just a quick second there was one item i believe item 9 that is part of the consent agenda. this is about urging development a workforce employment and domestic violence; i spoke with supervisor mar sponsor the legislation to modify. i make a motion to rescind. without objection that is the case. >> supervisor mar: i wanted to make a few brief remarks and thank supervisor chiu and avalos. supervisor avalos from the public safety committee, a few minutes it had better documentation of the data that was used for the findings in for supervisor chiu to include the status of women and in coordination with the department of human resources, the main agency that suggested this ordinance as well. i wanted to quickly state that this is an important resolution that will help raise general awareness of domestic violence services in our city. we know from a recent service that 64% of the victims of domestic violence support a measure like this. only about 30 percent of workplaces

see, this is a nice one to put it nicely. thank you very much. >> supervisor avalos. >> supervisor avalos: before the board meeting today i was in my office with the appellant, ms. lam and with habitat for humanity, trying to see what we could do a negotiate some kind of settlement separate from this appeal. i really feel that the appeal does not have strong merit. i will not be supporting or upholding the appeal. having said that i still believe that there is some agreement, some negotiation that can continue on access not necessarily access to property for gardening for ms. lam's 83-year old father, but habitat is made an offer to help build the growing areas within ms. lam's yard with volunteers and that is significant. we are seeing 28 new units of affordable housing. we have not seen anything like that. we are talking about a program about how to make low income families economically viable to on their own homes. those are significant things. the best accommodation is to build something worthwhile in ms. lam's backyard or finding other resources than the neighborhood that ca

supervisor avalos said, talking about in some respects two different cities. and what happens to some people in san francisco. we are a city of great wealth. we have because of a lot of different reasons we are fortunate enough that we have more resources in san francisco then many places throughout the state and throughout this country. but the reason why this vote is so important is that even though we as a board of supervisors do not have actual governance of the schools, what we have done in san francisco over the years because of the work of people like -- and gavin newsom and others is that we have recognize that where our state and federal government have fallen short in fulfilling their duties and obligations to properly funding public schools we a city government have stepped in and fill those gaps. the important point is not for us and giving the school district money that it is already entitled to. i'm glad that we will comply with what the law already requires in the intent of those measures were. the whole point of the supplemental is to recognize that we have a fundamental pr

reform when we first came to office, the class of 2008, a supervisor avalos pointed out, we had half 1 billion dollars deficit; that is a quarter of the size today. what the pension reform, america's cup, construction cranes along the city, we passed -- when our founding fathers set up our democratic system of government they envision that the legislative branch would not be neat and tidy. it is messy. we balance the community's interest as we meet the challenges today. we still have a lot of work to do. this morning i was almost late to supervisor breed's swearing-in. my bike lights got stolen, then the muny bus was late, and i had trouble catching a cab. together we have much to do. i have literally dozens of friends who have moved from the city after they found a lifelong partner, had a baby, and decided they could not afford to live in the city. together we have to do better at reversing families like and making sure that everyone who wants to gets to live in san francisco. we still have too many young people who are not graduating from high school; too many young peo

reached chart. my district and supervisor avalos's district is pretty paltry. it's not reflective of the district i represent. i am curious at how we should look at this and balance it out. >> first of all, only about half of the folks indicated that residential zip code. for about half the people, they chose to not indicate where they live. keep in mind that this map reflects the zip code of people who submitted a budget. we did a lot more outreach besides just offering the budget game. for instance, we went to in district 2, we went to fleet week, and fisherman's wharf cbd and other groups that include > fisherman's wharf cbd is in district 3. i am disappointed that -- i don't want to speak for commissioner avalos, that you would have at least obtain an equal number of respondents from each district. as i look at these results, the people who responded it should be a priority to have equal numbers from every district or something coming close to equal numbers. >> thank you for the feedback. this is one of the reasons we come to you and wanted to get that kind of input. w

francis and john avalos' office, without her nobody would know what we were doing because she helps us with all of our fliers and everything that we need to do. john has been tireless. he comes to my house on fridays at 5:30 for meetings. he's a great, great supervisor and a champion for our district. and we're excited about this year. we're going to put in a park. we're going to do safety initiatives. we're looking for grant money for more beautification. if anybody is interested in starting a neighborhood watch and getting involved, call me and i can help you get started. it's a great thing to know your neighbors, even the ones who are a pain in the neck. it's a great thing to know your neighbors. (applause) >> thank you, daniel. and thank you all for being here for this great, great event. it is my honor and bridge to help bring up the folks who are part of the outstanding neighborhood watch group, part of the nay street neighborhood watch of district 11. (applause) >> we can bring up linda cook and patricia de font. i am really, really proud of this neighborhood watch group. we had some really hard times back in 2008. we had a few homicides in the excelsior district, one that is very well known, the bologna homicides. these tragedies are horrible if nothing else but to help communities organize. nay street neighbors really did that. they looked out for one another. they reached out. they created relationships where perhaps they didn't exist before. they looked at their neighborhood and thought, how can we make this neighborhood safer? and they've done amazing things. they've done greening, they planted last month scores of trees in the neighborhood. they brou
